Photoshop Twirl / Twist Tutorial

A user requested a tutorial on how to create a twirl / twist / swirly in Photoshop.

One other way to do it, that I forgot to cover is just to download some Photoshop brushes that have twirls already made. You can find them from a quick google search, or click this link here (I googled it for you.)
